Abstract

Title : ADMINISTRATIVE ROLE OF SUB-DISTRIC ADMINISTRATION ORGANIZATION COMMITTEE IN SUPPORT OF DECENTRALIZATION OF THE PUBLIC HEALTH SECTOR= A CASE STUDY OF SUPPORTER ON HEALTH CARE SERVICE IN SUB-DISTRIC ADMINISTRATION ORGANIZATION COMMITTEE IN UBON RATCHATANI PROVINCE

The perpose of this research is to study the four main administrative roles in public health activities of the administration Councils of Tambol Administration Organizations (TAOs) in Ubonratchani Provice in health Promotion and disease control and prevention during Fiscal Year 2006. These four main administrative roles were in Directing, Coordinating, Advising and facilitating public health tasks. This study surveyed the opinions of 560 administration Council members in 140 TOAs using a questionaire compiled by the research. The results were statistically analysed using percentages, averages and standard variations using the t-test, ANOVA and Pearson’s Product Moment Correlation Coefficient. Most TAO administration Council members were males (71.4%) with an average age of 41.65 Up to 43% had completed education up to the bachelor degree level and received a monthly salary of 26,00 bath (SD = 2.65) Up to 65% had previous administration work experience. Council members played a large role in overall administration ( = 3.65, SD = 0.64) As well as a large role in health promotion and disease control and prevention activities ( = 3.76, SD = 0.69). This researcher found that their administrative role had a significant relationship with the conduct of health promotion and disease control and prevention activities (r= 0.647, p = value (p) <. 001). Factors of relating to their administrative role were age (p = < 0.001), marital sfatus (p =0.006) education level (p = 0.003), previous administration council membership (p = 0.03) holding an administrative position (p = < 0.001) and experience in coordinating with public health agencies. From these results this researcher thinks there should be improvement and development of public facilities to support physical exercise ( = 3.47, SD = 0.92) providingof sufficient exercise facilites to the general public ( = 3.44, SD =1.06) procurement of vaccine for dyptheria, whooping cough, tetanus and tuberculosis ( = 3.22, SD = 1.02) support for disease prevention vaccines( = 3.31, SD = 1.14) and promotion of immunization with vaccinations in the area ( = 3.41, SD = 1.07) there should also be support for health promotion and disease control and prevention through job instruction, coaching, counselling, job assignment holding acting positions and job rotation to continually develop work experience.
