There are several guidelines of the implementation of the Public Health Consumer Protection Policies, but there are few studies about factors and obstacles of the implementation. To study about public health consumer protection policies processing factors and obstacles that affects the implementation of those policies. Qualitative research. Data were collected by In-depth interviews, Participant observations and Gathering the documents. The sample consists of 7 people from purposive sampling. The sample includes Head and Staff of Consumer Protection and Public Health Pharmacy Department, Provincial Public Health Office in Ubonratchathani and Srisaket. The study period is from January to October 2015. Analyzing Data by content analysis with framework. The important policies that applied in two provinces are slightly different. Ubonratchathani focuses on health policy advocates to promote compliance with the policy of enterprises and individuals, Organic farming and surveillance of food and health products along the border. Srisaket focuses on surveillance products contaminated steroids in the community, Creating a partnership network enterprises and community radio stations and Alcohol-free and Smoke-free policy. The important contributing factors are Public Relations that allow individuals and enterprises to recognize and cooperate to the policy implementation. The Participation of an enterprise network is important to the policy implementation. Organization Performance that form the coordinate system and support the implementation. The important obstacles are the unclear of policies and metrics from centralized affecting the implementation of the different areas. The lack of Organization Performance and teamwork. The inadequate resources, both personnel and budgets. The conflict with the entrepreneurial influential person. Personnel Performance that lack of good attitude and necessary skills to the policy implementation. Public Health Consumer Protection Policy has been implemented differently in each province. These factors and obstacles that affect the implementation should be considered to ensure the success of the policy.
