Pharmacists have an important role in consumer protection at the district level, but the success of each area is different. Do they depend on the characteristics of workers and supporting systems? Objective To study work description, features of pharmacists and supporting systems that affect the success and problems in the public health consumer protection. Method Qualitative research methods Data were collected using in-depth interviews, participant observation and gathering documents relating to the processing of pharmacists and hospital staff in community hospital that working on consumer protection in Ubon Ratchathani and Sisaket. The sample consists of 8 person from 5 hospitals with different performance. The study period since January to October 2015. Data were analyzed by content analysis as a framework. Result District Consumer Protection consists of surveillance food products, drugs, cosmetics and other, Educate to people and consumer protection staff, examine the enterprises to achieve compliance follow the law. Characteristics of pharmacists that affect the success of the operation are enthusiastic personality, intention, ideology, personal skills, legal knowledge, communications, collaboration with community and networks, understanding of policy and operations, and long-standing experience. The important supporting system is supporting network system in academic and budget both the provincial and national systems. Teamwork system and cooperation of local authorities and communities. The important problems and obstacles in the operations is the legal knowledge of pharmacists, Weak supporting system at provincial level, operation problems from outside the area and other country, long accumulated a lot of problems, and conflict with entrepreneurs that lose their benefit. Conclusion The public health consumer at the district level has several aspects related to many people and many organizations. Hospital pharmacists who have personality and personal skills as well as have a good supporting system will contribute to the success of the work. Having developing system of pharmacists’ characteristics and clearly supporting system in the provincial and national level could help the public health consumer protection in district level more successful.
